Reframe synthesis prompt from aggregation to conclusion-with-evidence.

Instruct the agent to:

  1. Form an initial hypothesis about the whole from dir summaries
  2. Look for confirming and refuting evidence
  3. Consider alternative interpretations
  4. Only then call submit_report

Target output: analytical conclusions with evidence, not descriptive enumeration.
