Adds the Session 9 entry to the project CLAUDE.md session log and bumps the Current Project State header.

Session 9 covered the #64 scope shift: AI investigation is the product, zero-dep constraint dropped, watch mode + capabilities.py deleted, requirements.txt added, README/CLAUDE/PLAN/wiki rewritten.
